Gajim cannot be translated?

Apparently gajim cannot be translated. The current gajim which is included in Gutsy is only partly translated into Dutch and I wanted to translate the rest to fix this for Hardy.

Is it a fault on my side, on yours, or is it on purpose?

Gajim is in universe, so that could explain. However the upstream Dutch translation for version 0.8 is shown as complete:
