Is it possible to grant public access to create and see bugs of a proprietary project?

A project set to Proprietary rather than Public on its "Change details" page is invisible to users that haven't been added to its "Sharing" page. But it's possible to make just the code private and the rest public, which might be what you want.

If that's the case, switch the "Information type" field on the "Change details" page from Proprietary to Public, revealing the project but leaving its bugs, blueprints and branches private. Then you can configure privacy for each type of object separately on the "Sharing" configuration page. It's common to have a non-open-source project set to Public, with branches all Proprietary, and bugs defaulting to Public but able to become Proprietary if necessary.

Only the bugs, blueprints and branches of a public project can be made individually private. Other data such as milestones and releases are only private if the project as a whole is too.
