Please create a project group named esl

I would like to create a project group for a dozen of projects. The initiative is called "Electronic Structure Library" (ESL) and aims at integrating a series of common libraries to perform atomic-scale simulations of molecules and materials. Some of the projects already exist and will be made part of the group project as soon as available (libxc, etsf_io, a library extracted from the bigdft project) and will be joined by new projects we will create in the following weeks.
