This is the correct place to ask about adding languages. I've added it, under the name Franco-Provençal and with language code frp as per ISO 639-3. (It seems to assign arp to another language). Thank you for providing a plural formula; that is very helpful. I've registered the language as spoken in Italy.

Do you call this language "Arpitan" when you are writing in Arpitan? With the two different names, registering the native name may help people find it.

Finally, a warning note: this may just be the first language that we make visible in regular Launchpad use that has a non-ASCII character in its English name. So if we have any latent encoding bugs w.r.t. language names, you'll be more likely to run into them. Please report any such problems and we'll fix them as soon as we can. Also, be careful when importing translation files: if they contain the name "Franco-Provençal" *before* they specify what character encoding the file uses, it's not clear what to do with the "ç" so there may be trouble. Working consistently in UTF-8 should minimize that risk.

The name of the languga is very... problematic.
My language was analysed for the first time by a linguist in 1873, who called the language because the phonetic seems between french and provençal (a dialect of occitan), and the original "study" name was "franco-provençal", with "-" and "ç". This name cas create confusion, because this language is not french and not occitan, and to reduce confusion, some people write "francoprovençal".

The locutors of the language always called it by the "local" name: savoyard in Savoy, liyonés in Lyon, valdóhten in Aosta Valley, Romand in Swiss, et cætera... but in the 70s, some locutors in Aosta Valley propozed the name "Arpitan", who is based on the local name for alpes "arp-" and -itan to look like "occitan". This neologisme had a lot of success, because the is no more confusion like in "franco-provençal", and is a name choosen by the locutor, and accepted by all the locutors, who now call it "arpitan" (for the younger) or by the local name (for the older)... but francoprovençal is still used...

Arpitan has also an advantage: this name is more "international", because there is no "ç", and it's easy to pronunce...
arpitan has only ascii letters, and because it would be easier...

I've set the language's native name to Arpitan, so it will still show up when people search for that name. For now I've kept the English name as listed in the ISO 639-3 list. If the ç should be a problem, our first choice is to fix it; if that doesn't work, we can consider changing the English name.
