.war downloads served as text/plain - crashes browsers

For our TavernaServer-2.5.4.war (and any other .war download) at https://launchpad.net/taverna-server/2.5.x/2.5.4

the download has changed to be identified with Content-Type: text/plain so that it can't be easily downloaded.

This causes the browser to crash (trying to render the binary as text).

I tried with a new upload, marked as "Installer" - at https://launchpad.net/taverna-server/test15/test15
and it exhibits the same behaviour.

I seem to remember this working fine some months ago - we have been distributing these WAR files on launchpad since 2012.
