Rename project climate to blazar

The trademark issue was find in openstack-related project named Climate, so, it was decided to rename it to the "Blazar".

Could you please rename the project in Launchpad from "climate" to "blazar".

Done. I haven't changed the title or description of https://launchpad.net/blazar, but any member of ~climate-core should be able to do that, as the project owner. (They may wish to rename that team too, but should be able to do that themselves.)
