Request: change username to one abandoned by another user

I'd like to change my username to rfleming to match my real name. There is an existing user 'Rick Fleming' with the ID, but it appears that the account is abandoned. I've tried to email the user who holds the ID but the email bounced back stating the email account does not exist.
If you cannot fulfil this request, would it be possible to use the blocked ID of rdf (to match my initials)?
