You'll need to talk to Ubuntu's development team about that. Launchpad.net just hosts Ubuntu's packages; we don't maintain them. https://wiki.ubuntu.com/UbuntuDevelopment and https://wiki.ubuntu.com/MOTU/GettingStarted should point you in the right direction.
