Please rename the 'checkbox-ihv-ng' project to 'cdts'

The hardware certification team created the "checkbox-ihv-ng" project as a production experiment a while ago. Now that project has mostly merged with the mother project (checkbox) and all that remains is a few configuration files and launchers specific to the original goal (IHV = Indepdendendent Hardware Vendor). Given that fact we'd like to rename it to CDTS (Canonical Driver Test Suite)
