What suggests that it hasn't been removed? The package will become unavailable to apt within 20 minutes, and will be entirely removed from disk within 48 hours, but you'll still never be able to upload a different package with the same name and version again. If you want to make fixes to a package, you have to increase the version number.

When i apt-get upgrade, the defect package is not removed. (version 1.0.10)

apt won't remove or downgrade a package just because it no longer exists in the origin archive. You'll need to remove or downgrade it manually, or upload a newer version to which apt will automatically upgrade.

How do i remove or downgrade it manually? I could not provide a newer version fast enough.
