Project URL "is already used by another project", but returns 404

We're trying to split an existing subproject (a key distribution service for the cloud) out of an existing OpenStack project http://launchpad.net/keystone and promote it to be a standalone project on launchpad.

When attempting to register the project (Kite) on launchpad, I'm getting a "kite is already used by another project" when attempting to set the URL to https://launchpad.net/kite

However, the URL I'm trying to claim currently returns a 404 so I'm under the impression that it should be available. I can't find any existing references to "launchpad.net/kite" on Google, so it doesn't seem that this is (or has ever been) a project's homepage (?).

Is there anything we can do to claim the URL?

https://launchpad.net/kite was used by a project that was deleted years ago, but to avoid confusion and potential disputes we don't automatically free up the name for reuse by other users. I've done so manually now, so you can create your project with that URL.
