Can I add a feature request for launchpad?

I have a feature request for launchpad. Should I use https://features.launchpad.net/products/launchpad/+addspec or file a bug?

I think it depends of the length of the feature.

When a bug has a fix available, it would be good to have more information about what and where that fix is. I have suggestions about how that would look in the interface.

hmmm, indeed, I'd love to see your suggestion, since from your description it's hard to tell whether it is complicated or not. if it is a simple change I suggest just filing a bug and attaching a mockup or screenshot; if it is a larger change a spec would be appropriate.

Okay. If I did it as a spec, wherewould I put the specification wiki page?

Anywhere you like, though help.launchpad.net is probably more convenient for multiple editors.
