Proprietary application in a public PPA

The following ppa: https://launchpad.net/~appgrid/+archive/stable/+packages

Contains non open-source software, the debian/copyright file there states that copyrights are owned by "Copyright 2011-2013 Peter Gardenier".

I believe that this is in violation of the terms of service of projects hosted on launchpad.

The copyright owner isn't the problem (even FLOSS software has one or several copyright owners), but the license terms are an issue:
"App Grid is copyrighted. This includes source code, binary code and design.
  All rights are reserved. You may not copy, nor distribute App Grid, neither
  in part, nor in whole.[...]"
(excerpt from the LEGAL file)

This makes those packages non-redistributable.
