I created a project, "openblock". I asked LP to mirror the GIT master branch at https://github.com/openplans/openblock to
https://code.launchpad.net/~cmiller/openblock/git-mirror .

The importer claims

  No branch found at remote location

http://launchpadlibrarian.net/147468436/cmiller-openblock-git-mirror.log

Should the URL be

git://github.com/openplans/openblock.git

All of the git imports are using git://, so I'd suggest you try the URL you suggested.
