Enable ARM builds for PPA

Hello,

I would like to have ARM builds enabled for the gqrx/snapshots PPA:
https://launchpad.net/~gqrx/+archive/snapshots

The PPA contains builds of the Gqrx software defined radio application (http://gqrx.dk/) and the dependencies that are not readily available in debian or ubuntu.

We have tried the builds locally and it could be done in less than 4 hours. Most of the packages are dependencies and will not need to be built frequently. We can definitely stay within 10 builds per week.
