Add Latin Language

Now i know what you're thinking (because i'm definitely thinking it too!) this is going to be a difficult task ahead of us, getting Latin thousands of years forward into our up-to-date computer age, but i think it's hightime we planted the seeds for this to fluorish in the community. It certainly needs TLC here on launchpad!

The ubuntu latin team has really gotten cobwebs too - the team leader last translated in latin in ...2006 and there are only of a few of us at that. I think it's time someone bit the bullet and got the ball rolling for latin to start being used more widely and this is the best step towards that end.

A few details left to iron out with my members regarding group translation coordination (what with latin being challenging to avoid making mistakes in), but recruitment comes first on the list!
