armhf builds for ppa:ubuntu-desktop/gstreamer-1.1

In the hope that the virt PPA builders are up to the task, I'd like to have armhf builds enabled on this PPA per the community ARM builds policy so that we can test some GStreamer plugins targetted for Ubuntu Touch.

I've actioned this request and enabled virtual armhf builders on the requested PPA.
