404 error when looking up a bug from a bug marked duplicate... is this normal?

Go to this bug: https://bugs.launchpad.net/ubuntu/+source/libunity/+bug/1194628

You will notice it is marked as a duplicate of another bug. When one hovers over the link to the original bug, a tooltip saying the bug does not exist appears. Similarly, when I try to report the bug via apport, I am taken to the nonexistant bug's page, resulting in a 404 error.

I think this is behavior is a bug, but, I'm unsure where I should report the bug. Is it an issue in Launchpad, because for a bug to be a duplicate, there must exist a bug for which it is a duplicate? or is it an issue with apport (the ubuntu bug report utility) because it is finding this invalid bug and not letting me file the report? or is this just the normal behavior when a duplicated bug is deleted?

It is a bug, yes. But it isn't a bug in Launchpad, because the master bug is private -- hence why we return 404, because we pretend bugs that you can't know about don't exist.

https://bugs.launchpad.net/ubuntu/+source/apport/+bug/764414 is the bug in apport about this issue.
