Please increase size quota for libreoffice/prereleases ppa

While there are packages for 3 releases in there the space of 8GB isn't sufficient anymore to push further packages. Please increase the size to 12GB.

I have increased the space from 8GB to 12GB as requested, which should hopefully resolve your issue.

The PPA quota is now 12GiB.
