Is the "Save duplicate" functionality broken?

I've been trying to mark a bug as a duplicate of another bug all day, but I keep getting a "Timeout error, please try again in a few minutes."

For reference, I'm trying to mark bug #1161371 as a duplicate of bug #982889.

The New tasks on bug #982889 combined with the large number of duplications expose a performance bug in the Ubuntu-specific autoconfirm code. If you make them anything except Confirmed, the duplication will work fine.

That should be "anything except *New*".
