That project is private, and it isn't shared with the user that the error is from. You can change that on https://launchpad.net/com.semlasoft.timesheet/+sharing, logged in as the user you used to file this question.

You had forbidden yourself from accessing your own private project. I've given you access again, so you can see the project now.
