FEATURE SUGGESTION: Fix Bugs Before Reporting

This should only be a choice for Launchpad users, I think, since the majority of users aren't tech-savvy.

I think it would be a good idea to force the user (who agrees to take part in this) to triage X number of bugs before they can submit one. I know it would be helpful for me to remember to contribute instead of sitting on the couch, scratching my belly, and saying, "Yeah, dat package sucks!!!1!"

Again, it would be a setting users can turn on and off.

Or possibly we could put the restriction on dev, tester, and triage members automatically and leave everybody else alone.

Hi, thank you for your feedback, but this isn't something we would encourage happening. we understand not everyone wants to go further than submitting a bug and that's fine we wouldn't want to discourage that. For others that want to get more hands on , that's also good to see.
