Re-blocking a problematic user

Could you please block this user? They have been already blocked once for problematic behavior on our tracker, but apparently they re-registered with another e-mail.

I've dealt with the user again, I do think it would be better if the project contacted the user and explained in great detail how bug process works as he seems to be confused as to why things are left idle and not assigned.

Can you help with this problem?
