Transfer maintainership of the Swarm project to sdg-team

This is a request to transfer maintainership of the Swarm project to the team `sdg-team`. I am working with the upstream Swarm Development Group to get some stable builds packed up for Ubuntu and I need to perform some maintenance to support this task---such as setting up new VCS imports. The current maintainer, dgrt, created the Swarm project 5 years ago and little activity has occurred since. I have tried contacting dgrt through their member page, but there has been no response.
