activate arm builds for ~mwhudson/lava-fft ppa

Hi, I'd like to get arm builds enabled on https://launchpad.net/~mwhudson/+archive/lava-fft please. I plan to upload one package which builds in much less than 5 minutes on my Panda and I expect about an update a month.

I've enabled armel and armhf.
