Quick question: I came up with the PPA because of the sorry state of support for acroread in Ubuntu. (I was of course not aware of acroread redistribution limitations.)
Ubuntu Precise is the last distro to include acroread in its repos [1], and even in Precise the 64-bit is broken and doesn't install. In Quantal and Raring it's not present in Synaptic at all.

If I try to use Ubuntu Software Center to install acroread, then it installs 9.4.7-1oneiric1 on Ubuntu Precise, which is clearly outdated (inappropriate). So here's my question: How is the average Ubuntu user expected to install acroread?

The acroread package that you linked to is in the Canonical's partner repository, not Ubuntu's repositories. You'll need to wait for (or help with) the bug fix in partner, as Adobe doesn't permit acroread to be redistributed in contexts like PPAs.

I would gladly help with fixing the bug in the partner repo, but the relevant bug report [1] has been happily ignored for several releases now. Even with a patch available. Whom should I contact wrt to this?
