change owner of libmysql

We would like to change the owner and maintainer of the dir: https://launchpad.net/libmysql to MySQL Release Engineering.

The current owner is not there in Oracle anymore and its management decision that Release Engineering takes this responsibility.

Sinzui confirmed that project maintainer was indeed removed from company teams. The project maintainer needs to change to "Oracle/MySQL Engineering" which is ~mysql.

@sinzui: changed to ~mysql as requested, do note that it's different from the one originally requested (~mysql-release-engineering).

I am sorry, but this could not be still accessed, can you please change the owner to be "Oracle/MySQL Engineering"
