How do I add a private PPA with a commercial subscription?

The user 'rethinkdb' (https://launchpad.net/~rethinkdb) is the driver and owner of the Launchpad project RethinkDB (https://launchpad.net/rethinkdb). The project has a commercial subscription that was recently added.

I've tried to create a private PPA by going to "Create a new PPA" from the user overview. However, there is no option to create a private PPA despite having full sharing access to the project w/a commercial subscription (and being the owner / driver).

What are the steps to create a private PPA?
