How do install Firefox-tar.bz2

You probably don't want to "install" a tarball because you also need to install all the build tools and dedicate the hours to build it. If you want to build your own version of firefox, use the source code, or maybe create a recipe that builds into your own PPA (Person Package Archive.)

Most Ubuntu users use the Firefox that ships with their version of Ubuntu, then update Ubuntu every 6 months. Some users who want the features added in the last few months will add someone's PPA to their system's Software Sources so that the newer version will be installed by Software Updater.
