User https://launchpad.net/~mario-subia-deactivatedaccount is spamming/vandalizing https://bugs.launchpad.net/ubuntu/+source/linux/+bug/896575 .

I have advised the user as per Ubuntu Bug Control, Ubuntu Bug Squad, and Ubuntu Community policies they should not be toggling tags, but they continue to do so. Please disable the account.

I think they're the same person. ~kiko53s (Mario Kiko Subia) is replying by email, but probably doesn't know how to use it to add tags. So he logs into the web UI, but as a duplicate account ~mario-subia-deactivatedaccount (kiko53s).
