Our Mailman project spammer is back with a new id. Please disable this person's Launchpad account.

Here is the latest instance spamming:

This occurred even after I warned him not to do this... again.

We've had persistent problems with this person, and we've tried to reach out to him, and plead with him not to do this. I have no idea what his motivation is, but every time we disable his account, he comes back with a new one. Is there any way we can ban his IP address or blacklist his user name? (Not that he won't evade those too I'm sure).
