why is English the only option for questions?

The only language option is English. What do we have to do to accept bzr questions in other languages?

So if I said I know Russian, Russian would be in that list, either
with or without a star?

Maybe there should be some indication how people can change that.

The starred languages are ones which at least one of the project's answer contacts have told Launchpad they speak.

So if some user says they speak Russian, they'd see Russian in the list of languages for their question but without a star. If you said you spoke Russian, then it would be starred when asking Bazaar questions.

It is user customizable. In Answers section, you can see the following lik, "Languages filter (Change your preferred languages)."
Click on there to specify the languajes. When you post a question, you can also select the languaje by clicking on the combo.
