How can I report bug. Launchpads "Report a bug" button is not working. Ubuntu 12.04 64bit Firefox 13.0.1

I have been running into this problem for over a year! It is still not fixed!
I have a bug to report and no way to do it...

Lloyd, it's unlikely that you have exactly the same problem as a six-year-old question. Please open a new question and describe, in as much detail as you can, exactly what you're doing and exactly what you observe. ("It isn't working" is not really something we can take action on.)
