How to create milestones/releases and upload tarball from terminal

How'd I create a milestone and a release for a project using the terminal? Also how'd I upload files to the newly created release?

Hi, if you have a look at https://launchpad.net/lptools upload in https://launchpad.net/ubuntu-dev-tools which will create a milestone, release it, then upload a file.
