Request removal of openstack-ppa project

The "openstack-ppa" project (https://launchpad.net/openstack-ppa) was created so that we could track bugs to ~openstack-ppa PPAs. There was no code or project really involved. Now that PPAs are handled by ~openstack-ubuntu-testing team, there is no need to track PPA issues separately from Ubuntu packaging issues, so this project just adds confusion.

Removing the project would clean up and prevent further confusion around what the openstack-ppa project is actually supposed to do.
