Usurp the ID "logan"

I e-mailed http://launchpad.net/~logan about a month ago, asking if he could change his username so that I could use it, as it appears that he is not very active, and I would like that username. However, he never responded. Is it possible for me to take over the ID due to the lack of activity?

You are know ~logan. The previous logan's Launchpad-Id was created by the system instead of him.
