Change eosbuilds ownership from ~registry to ~elementary-core

There's currently an elementary project registered at https://launchpad.net/eosbuilds which is owned by the Registry Administrators team. Per the description at https://launchpad.net/~registry, we'd appreciate it if you could reassign the project to the elementary Core team at https://launchpad.net/~elementary-core.
