Hi if you click on that download page, and on the download button it automatically starts the download.
http://www.ubuntu.com/start-download?distro=wubi&bits=32&release=desktop is the link that it starts.

@Laura Czajkowski
The bug has since been fixed, but Mitch Dabbas's question is about how to properly report bugs using Launchpad's email interface.

@Mitch Dabbas
If you still want the answer to that question, you may want to edit the question to make clear that this is the information you're looking for. You'll also have to post a reply in this question (if you're using the web-based interface, make sure to use the "I'm Still Having a Problem" link), so that the status of this question goes back from Answered to Open. (Unlike on AskUbuntu, Launchpad Answers is a support tracker and the status of your question changes when someone proposes an answer and back again when you indicate that the proposed answer has not been sufficient to fully solve your problem. Questions in the Answered state will likely not get attention.)

If you no longer wish to pursue this, however, then you could mark this question as Solved.

Can you help with this problem?

Provide an answer of your own, or ask Mitch Dabbas for more information if necessary.
