You should be able to do so yourself. If you go to here https://launchpad.net/noeedu, there should be an "Administer" link in the top right. Changing the 'name' of the project will change the URL it is accessed by.

Mmmh, it does not seem to be possible... In "Change details", I can change the "display" name of the project, but I cannot change the URL. I posted that request here because it seemed to me it is the only way to do it, and many others already requested that (see for example https://answers.launchpad.net/launchpad/+question/159994, https://answers.launchpad.net/launchpad/+question/70102, https://answers.launchpad.net/launchpad/+question/197218, and many others...).
