Reassigning an empty project name (vista)

I'm trying to register a new project under the name "vista". However, there's an existing project by that name from an inactive user (0 karma) that has been empty for almost three years (no code, no bugs, no blueprints, no translations, no answers). Somehow the project hasn't been disabled despite its lack of content and activity. I'd appreciate if the name can be made available to me. I have code already that I'd like to upload. Thanks.
