I registered this branch but seem to not have access to it now to select a license or assign a team. Can you set me as the administrator for this project?

Can you please give some more information, the name of the branch, what team should it be part of etc

What you registered was a project, not a branch. The effect of ticking the "I don't want to maintain this" checkbox during registration is that the project is assigned to Registry Administrators rather than yourself.

I've reassigned https://launchpad.net/android-moodle back to you.
