Enable ARM and bump priority for PPA

We want to make some of the work we're doing with Qt5 public. One of the conditions of doing this is that we can get ARM builds and that we can have builds done quickly.

Please give this PPA a higher build priority and whatever permissions it needs to do arm builds::

Just increased relative priority, and enabled builds for ARM architectures, enjoy!
