How to allow to subscribe to public mailing list of restricted team?

GTG has a mailing list for developers which belongs to https://launchpad.net/~gtg-contributors Although it has public archive, you are not allowed to subscribe to it unless you are a member of this group. The group is restricted because it allows bug triaging.

Some active users would like to listen to the mailing list. Is there any way how to allow subscribe them without adding them into the group? How to change the policy of mailing list? (There is no option in mailing list configuration)

People read public archive, people can post new e-mails into the mailing list, why it is not possible to subscribe without being a member?

This is LP policy, they can either open up the team and anyone then can join the team and no need to be arpporved and they can join the mail list, or else just resolve to reading the public archives.
