Cannot propose a merge in private lp project

I'm trying to propose a merge in a private launchpad project (lp:alligator). When I click "Propose Merge" it just hangs with spinner next to the button.

Trying to merge lp:~cmars/alligator/931765 to lp:alligator. Is this an outage or bug?

No, we just did the merge manually offline. A merge request on a different branch did work at a later time through the web interface. Must have been a glitch.
