"Claim" the username julian

Hey there.

Seems outwardly that the user ~julian is inactive / never active / abandoned (I've currently got ~julian+). Might it be possible to claim it, assuming in fact that that user is not in fact somehow active?

The name is not inactive, even though the user hasn't done anything on Launchpad. You can contact the user and see if they will rename the account. Then you could change your username after that.
