Why do I have to be a team member to subscribe to a team's mailing list?

I setup a mailing list for my project with a public archive, anybody can post and posts will be moderated. I took it for granted that anybody will be able to subscribe, but it seems that's not the case, a message under the team email address says:
"Policy: You must be a team member to subscribe to the team mailing list. "

I looked everywhere in the team / mailing list settings to change this but I cannot find it. Where is it? And why is the default policy like this anyway? Isn't the whole point of a mailing list to let people subscribe to it? I would understand limiting posts only to team members (which does not seem to be the case anyway), but why limit subscribers?

Subscribing to a mailing list usually allows you to post to it without moderation. If you want anyone to be able to subscribe to your mailing list, you should set up the team so that anyone can join it.
