ppa.launchpad.net failing

What's wrong with ppa.launchpad.net? I'm in Bangkok, Thailand. I've been trying to apt-get update for hours. I continue to get these errors:

Yes, I've had the problem for over 24 hours, including right now. The problem starts with this report:

Err http://ppa.launchpad.net lucid Release.gpg
  Could not connect to ppa.launchpad.net:80 (91.189.90.217). - connect (110: Connection timed out)

I've tried changing to https, and pointing to a proxy server. I have the same problem from three different clients. It is a problem with all ppa's on my systems, not just my own. Nothing has helped.

It is possible that Thailand is blocking ppa.launchpad.net. Does launchpad.net have any leverage with Thailand's censorship authorities?

Actually, I just tried one more thing. I changed to another ISP and it works. For some reason, Thailand's ISP called TRUE is very aggressive in blocking things on their service. If launchpad.net had any leverage, please exercise it.
