keyserver receive failed: keyserver error

I am trying to download a few files from sudo add-apt-repository ppa:pmcenery/ppa. Everytime i submit the line i get the keyserver receive failed keyserver error and am not unable to download anything. I tried thru my router, the straight through my cable modem with the firewall disabled and still nada. I can ping the server with the 50 packs sent and 550 received but still... nothing. Could i get some answers please... i am trying to connect my iPad to Ubuntu 10.10 via bluetooth... to no avail.

line 2 says: I AM NOT UNABLE TO DOWNLOAD... should say I am not able to download
line 3 says : I tried thru my router... should say I tried my connection thru my router
line 4 says: with the 50 packs sent and 550 received... should say with the 50 packs sent and 50 received

Perhaps the keyserver was down; are you still having issues with this?

I just tried today again... still doing it... i didn't try throughout the day... just now, but still.
Same error
gpg: requesting key D48B8E25 from hkp server keyserver.ubuntu.com
gpg: keyserver timed out
gpg: keyserver receive failed: keyserver error
