allow exclusion of powerpc builds from PPA's

if you ask for de-virtualization for a PPA, you currently only get amd64, i386 and powerpc enabled by default. you have explicitly to ask to enable armel and armhf. unfortunately there is no option to disable powerpc as well.

powerpc is now the architecture with the lowest resources, and shows a queue of builds for most of the time. it would really help if PPA's like linaro-overlays could avoid building on powerpc.

we surely can ask for removal of the powerpc port, but avoiding the waste of buildd resources imho would be a better way.

This is not a bug, we just need to mark the architecture as restricted.

We need to take a look at all the nonvirtual PPAs and contact their owners to see if they need powerpc, so we can make this change without affecting people adversely. I'm leaving this question open so whoever is back after the christmas break can do this.

I've contacted the relevant PPA owners, letting them know that we are going to remove powerpc next Friday. Anyone who still needs the powerpc support should reply back with the list of PPA that require the support.

So next Friday, we can make the arch change.

The architecture has now been marked restricted and will only be enabled on PPA specifically requesting it.
