"Convert to a question" is clickable and confusing when not allowed

1. On <http://bugs.launchpad.dev/evolution/+bug/1>, click "Convert to a question".

What you see:
* "Convert to a question"
* "This bug cannot be converted into a question. This bug may be valid in other locations, or it is not valid in any locations. Only one location must be valid for a bug to be convertible to a question."
* "Some bug reports are really questions, or the reporter is confused, and an explanation is needed. In such cases, the bug can made into a question. When a bug is made into a question, the bug's status is set to Invalid. The new question will be linked to the bug."

What you should see:
* The link should not be clickable at all. Instead it should be greyed out, with a tooltip saying "Not available because this bug report is filed against more than one location. Instead, ask a question from scratch."
* Alternatively, Launchpad should just let you go ahead and convert the bug report to a question regardless.

I'd like to suggest a third option:

* Launchpad offers the option to create a new question, with no effect on the bug report's status.

This sounds more like a bug, so I opened bug 905543.
